    Indian Government Comes Out in Support of Net Neutrality

    The much heated issue of Net Neutrality now has the Centre’s support. The government hasn’t come out with a final verdict on the same, but is committed to keeping the Intenet open and evenly accessible to everyone. Standing up in support of free internet, Telecom and IT minister Ravi Shankar Prasad in a firm voice said that the practices of blocking and deliberately slowing down or speeding up of lawful content on web should not be allowed.

    While responding to a discussion on Net Neutrality in Rajya Sabha, Prasad commented –

    Government stands for ensuring non-discriminatory access to Internet for all citizens of the country. The government agrees with the viewpoint that blocking and deliberately slowing down/speeding up of lawful content on the Internet should not be allowed, and customers should have unrestricted access to all lawful content on the Internet.

    Prasad stressed on the fact that the Government has all powers to direct Telecom Regulatory Authority of India (TRAI) on public policy. “However, TRAI’s powers to regulate tariff and quality of service are subject to overall public policy of the government and the government has sufficient powers under the Trai Act to invoke its national policy objectives to give directions to Trai,” stated Prasad.

    He further mentioned that a detailed examination on topics like traffic management, national security, integrity of network and infrastructure investment is needed by experts on Net Neutrality.

    It should be kept in mind that government hasn’t laid down the structured guidelines on net neutrality principles. Once the government frame rules for the content flow on web, telecom operators wouldn’t be able to adopt illegitimate pratices to earn more money.

    A while back, TRAI’s consultation paper on its official website gathered millions of emails in support of Net Neutrality.  From the comments of the Telecom minister, it seems like the final verdict would slay the Airtel Zero plan, once and for all.

    DoT to Finalize Net Neutrality Plans For India Soon

    Net Neutrality has become one of the major issues over the last year. The fear of telecom companies establishing a fast lane for folks who pay more and breaking down of internet services have enraged the public, and they have been demanding answers from their authorities. The Department of Telecom (DoT) in India has also said that it will be holding a committee hearing on net neutrality policies for India on February 12th.

    The DoT is a part of the Ministry of Communications and Information Technology. The Department formulates developmental policies for the accelerated growth of the telecommunication service and is responsible for granting licenses for various telecom services.

    An internal committee of the DoT headed by Mr.AK Bhargava is looking into the prospects of net neutrality. It is examining the advantages, disadvantages, and its economic implications for the telecom sector as well as the content creators. The committee will also come with a proper legal definition of the term too.

    Recently the Federal Communication Commission of America had asked for comments from the citizens on the issue. They received overwhelming responses in favor of protecting net neutrality protections. The responses led to the commission opting for classifying the internet as a telecom service that will give FCC the right to regulate it. This was seen as a victory for the open internet advocates, but the telecom companies can still challenge it in court.

    Net Neutrality is essential to the survival of the Internet as an open, creative space for expression of ideas and innovations. We hope the Indian government upholds this fundamental value of the internet for the benefit of the people of India.

    TRAI’s Android App Allows Users to Provide Instant Feedback on Operators

    Telecom Regulatory Authority of India (TRAI) is perhaps tightening the noose on service providers in India, as mobile phone subscribers from now on can give instant feedback to TRAI about the quality of services provided by operators via an Android based app. Operators will be penalised if they fail to meet minimum service quality benchmarks set up by the regulatory authority.

    Considering the growing penetration of Internet and smartphones, Trai has introduced a Web-based application as well as an Android-based app for assessing customer perception of cellular services.

    Under current regulations, TRAI can levy a penalty of upto Rs.50,000 on mobile service providers in an event when they fail to comply to a service parameter, the amount is doubled if they repeat the same shortcomings again.

    Earlier today, TRAI also issued draft regulations to facilitate full mobile number portability that is set to start from May 3.
